Describe the bug
When enrolling in the Microsoft Edge Add-ons Developer Program at https://partner.microsoft.com/en-us/dashboard/microsoftedge/, selecting "Company" as the account type results in the "Accept and Continue" button being permanently disabled (greyed out). No validation error is shown on the page.

To Reproduce
Steps to reproduce the behavior:
Go to https://partner.microsoft.com/en-us/dashboard/microsoftedge/
Sign in with a Microsoft account (tried both MSA linked to GitHub and standalone MSA)
Select "Company" as account type
Fill in all required fields (Company name, Country, D-U-N-S number)
Check the agreement checkbox
Observe: "Accept and Continue" button remains disabled

Expected behavior
Button becomes enabled after all fields are filled and checkbox is checked.

Just to add, if I start not from incognito page, but from partner portal, and search the company by DUNS, then it says "We don't recognize the program you are trying to enroll in. Check your link and try again.".

So neither way works
