[Bug] No file editing tool available in Agent mode since upgrading to 0.20

• Plugin Version: 0.20

Describe the bug
Since upgrade to 0.20 yesterday, the Agent mode behave exactly like the Ask mode, claiming it has not file editing tools available, whereas every tool is actually checked in the Eclipse configuration, and I didn't touch anything apart upgrading

To Reproduce
Steps to reproduce the behavior:
Ask for a simple file creation in Agent mode (or any coding of file editing task), the chatbot will explain you what to do instead of actually doing it.

Expected behavior
Do the damn task :)

My colleague has exactly the same behavior, could it be related to our org settings ?

this should not be related.

If you asking the agent what tools do you have, what will be returned?

Answer:

I have the following tools available:

	•  list_dir – List the contents of a directory
	•  read_file – Read the contents of a file
	•  file_search – Find files by glob pattern
	•  grep_search – Search for text or regex patterns in files
	•  validate_cves – Check dependencies for known security vulnerabilities (CVEs)
	•  run_subagent – Launch a specialized sub-agent (currently only a Search agent is available)
	•  manage_todo_list – Create and track a structured todo list
	•  semantic_search – Find code by meaning/concept rather than exact text

	Note: I do not currently have tools for editing files or running terminal commands. If you need those, you can ask to enable them.

yes, even after restarting a dozen times :)

No it should not be a root cause of edit tools being unavaiable. I tracked it in #358

So, you don't have this issue in 0.19, right?

Yes, 0.19 worked well. But I can't rollback to 0.19 to test again, as that version is not present anymore on the update site.

From your attached answer of the question "what tools do you have"

It seems that only CLS side tools are enabled. All the plugin side tools: edit, terminal, are all losing.

Could you please check the .log file if there is any errors in it?

And enable the CLS console log, then restart the ide, collect the language server's log in the console view

And it would be helpful if you could share those text to us :)
