Description of changes

We do an ugly thing where to run yarn change we have to calculate the base branch and patch/unpatch the config. we don't need this for yarn change:check because it supports a --since <ref> arg to override the config. As of changesets/changesets#1840 , the add command does too. So we can update and get rid of some ugly code :)
