Added deprecation notice for Sampling in README.

Adds a prominent deprecation callout to the “Sampling” lesson to reflect that the MCP specification release candidate deprecates Sampling (and to direct readers to relevant release-candidate context).
Changes:
- Added a top-of-file “DEPRECATED” banner linking to external release notes for the
2026-07-28release candidate. - Left the existing in-document deprecation blockquote in place (resulting in duplicate deprecation messaging).

@softchris - for each of the depreciation notices, maybe it should be hyper-linked to the spec RC?
