.Net: Azure MCP Agent Sample

As a developer I can find a sample at https://github.com/Azure-Samples/azureai-samples which demonstrates how to use MCP with an Azure AI Agent.

The expectation is that developers using this sample will deploy their own MCP server and will be responsible for the security of the deployment.

1. Sample will demonstrate how to consume MCP Tools from a running MCP server using HTTP/SSE (suggest using https://github.com/github/github-mcp-server). Sample will demonstrate the agent performing useful functionality using the MCP tools. The target for the sample is Azure application developers so the functionality must be something a developer would find useful.
2. Disclaimers must be provided around the security of the sample and pointers provided on actions developers need to take to secure their own deployment.
3. Sample must be provided in python and stretch goal is to provide a .Net version also

@markwallace-microsoft Looks like the .net version is already there. But it does have a bug with the PromptExecutionSettings that causes the agent to chew through 80-85k tokens each time.
