Extra "Select a resource group" step displays when connecting Azure SQL during MSSQL Durable project debug

Repro Steps:

1. Create a MSSQL Durable project.
2. Debug the project -> Select "Connect Azure SQL Database".
3. Check whether the next step is "Select a SQL server" or not.

Expect:
The next step is "Select a SQL server".

Actual:
The next step is "Select a resource group".

More Info;
Selecting any resource group always leads to the same “Select a SQL server” step, and the SQL server list does not change based on the selected resource group.

Likely root cause
SqlConnectionListStep.getSubWizard() always inserts ResourceGroupListStep() before SqlServerListStep(), but SqlServerListStep later lists servers subscription-wide via client.servers.list() and does not use the selected resource group. The resource-group step is dead UX.

If we know the sql server, we should assign its resource group to the wizard context (assuming that there is not already a resource group defined, we should never overwrite it)
