Activation story when Makefile and CMake are present

Favor CMake and keep Makefile partially activated.

I think this is resolved with our new fullFeatureSet story.

Actually no. fullFeatureSet is false only when a makefile is not found either in root either at makefilePath (the global or local one, whichever wins). It can happen we are fully activated for a CMake project that generated a makefile in the root.
I think we should reopen. Even if the user defined CMake Tools as IntelliSense provider and CppTools is not querying us anything we're still active because we saw a makefile.
