Bump @tootallnate/once, @azure/core-rest-pipeline and jsdom (#8578)

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [@azure/core-rest-pipeline](https://github.com/Azure/azure-sdk-for-js) and [jsdom](https://github.com/jsdom/jsdom). These dependencies need to be updated together.

Updates `@azure/core-rest-pipeline` from 1.10.1 to 1.23.0
