Sort order of issue suggestions in commit box seems random

I almost always expect the most recent open issues to appear at the top, thought that is rarely the case:

Most recent makes sense. I don't think we're doing any sorting now.

The sorting still looks chaotic to me. I'm unable to tell what the order is because I immediately see that the issue numbers aren't sorted in descending order. When I navigate through the issues, I believe I'm seeing their creation dates instead of their updated dates, which are also not in order.
