Wait to get timeline after commenting on Padawan PRs

From @Tyriar: It's also delayed on .com since it takes time to determine and launch the session. Since we expect it after commenting on a Copilot assigned PR, could we do some retries with exponential backoff or something to not put too much load on the server? Something like 500, 1000, 2000, 5000 give up?

To verify:

• Install the latest pre-release of GitHub Pull Requests
• Open a folder which contains a clone of a GitHub repo with Padawan PRs
• Open the PR description from the Pull Request view of a Padawan PR
• Comment on the PR and @ mention copilot
• Verify that the PR automatically refreshes within a second or two and shows the eyes on the comment

Verified, but I noticed one thing. There is a pair of yes on the bottom as well as on the top right, looks like a rendering error

Do you mean the "Quote reply" action in the top right? That's a button to quote the comment in the reply input box.
