PR is completed and approved, but cannot be merged because it is in draft state

It's a little difficult to tell, but it looks like you asked Copilot about the current PR, and Copilot didn't know that the PR is actually a draft. We do include an isDraft boolean, but maybe we should make it a string like "pull request is a draft and cannot be merged".

To verify:

• Install the latest pre-release of GitHub Pull Requests
• Open your clone of a GitHub repo
• Open the Pull Requests view and open the PR description of a draft PR. If you don't have a draft PR already available for testing, create one (can be done from github.com or VS Code, doesn't matter)
• Ask Copilot about the #activePullRequest in Chat. Verify that it says something about how it's a draft PR so it isn't mergeable.
