Allow toggling `justMyCode` without settings.json

Usually I don't create settings.json files nor run configurations. it would be extremely helpful if
we could toggle justMyCode using a button 😊

I definitely agree. It's very annoying to be forced to create a launch.json file simply to set a breakpoint.
Furthermore, it's not trivial to recreate the same behavior that the default debug button provides.
