Project terminal opens scrolled down

Testing #457

1. Close all terminals
2. Click "Create Python Terminal" for a project
3. Often, the terminal gets created scrolled down and it looks empty

Not sure if this is an extension bug or a vscode bug. Hit this at 0:35 here:

@anthonykim1 have you gotten a chance to investigate this?

Probably had something to do with writing the activate command, but it may not be relevant any more now that shell env activation is the way to go

good point- @anthonykim1 we could always close it and make sure it is marked to get verified during next endgame if you want

Yeah I think this is expected.
SendText is sync and calls scrollToBottom: https://github.com/microsoft/vscode/blob/0e1c5103cd5ad395c01e0a9e9b29c046f5291ec3/src/vs/workbench/contrib/terminal/browser/terminalInstance.ts#L1356

It's lot noticeable here bc activation commands takes awhile :/
