Ability to edit the package version that is installed

Users showed interest in the ability to select/specify the version of the package that is installed in the manage package flow

No one discovered the + that was at the top despite describing want the ability to add a package not on the common list or providing a specific version. I think we might need to rethink how we provide a more customized flow that is more discoverable

In another user study, the user expected the + icon to change the view of the common PyPI packages. We should rethink how we approach this. When they clicked on it and discovered they can manually type packages it didnt occur this was a way they could install a specific version either. They also mentioned they wouldnt want to use this when there is a UI to install packages and they would just want it to be capable in the UI
