Feature request: repair environment

Steps:

1. on windows uninstalled python 3.12
2. install 3.13 from the store
3. the venv made before (with 3.12) is broken but still exists

This might be a good case for: Repairing an environment. Microsoft Store can update the python, and all the venvs built using the old python don't work any more.
