Refreshing virtual environments isn't completing

I'm having a few issues that I'm not sure are all related to each other or not.
The first and biggest one is that I am seeing "refreshing virtual environments" stuck:

When I tried to run the new "Run PET in terminal" command to fill all environments to try to diagnose this, I got this error:

Then I realized PET thinks I don't have Python installed on my machine, when I do have it:

But I can't select it in my workspace since PET thinks it's not installed

the weirdest thing is that if I change to a different profile, it works fine

@luabud is there some setting that profile that has \python set? or ${workspaceFolder}\python set.

I don't know if this will help but I had the same issue after updating VS Code and fixed it by using Ctrl + Shift + P and running both >Python Debugger: Clear Cache and Reload Window and >Python: Clear Cache and Reload Window and also deleting any VS Code hidden files in the folder before doing this.

I think it is the same as this issue: #808. I introduced a bug where the setting "python.defaultInterpreterPath" when unset was being evaluated to the default value.

@luabud if you could give it a try on the newest pre-release of the envs ext and let me know that would be great
