Add 14 Rust crates to static-notices.json

CG detects all 416 Rust crates from cli/Cargo.lock but ClearlyDefined
lacks license data for 14 of them. These are added to static-notices.json
with license text extracted from the current mixin ThirdPartyNotices.txt.

As ClearlyDefined adds coverage for these crates, staleness detection
will prompt their removal from the static file.

Crates added: clap, clap_builder, data-encoding, deranged, libc,
libz-sys, native-tls, ntapi, slog, term, wasi, wasip2, wasip3,
winresource
