Shortcut keys for Like & Dislike in copilot chat window after reply

1. We need a dedicated shortcut key for like & dislike in copilot chat
2. Reason is, we will waste token if we reply regarding every successful job, so like & dislike here serves key purpose and feedback loop to copilot & llm models regarding whether the job is run successfully or with errors
3. Simple shortcut like Alt + Shift + up arrow / down arrow could be used for easier usage by developers

we can have simple shortcut like Shift + ↑ (Like) & Shift +↓ (Dislike) when cursor in in the copilot chat
