Agents App: Fetched web content empty

The tool call for fetched web content shows nothing when expanded

@sbatten I just noticed an interesting behavior, that appears to occur in both VSC and Agents app:

1. While the current turn is active, expanding a Fetched web content call will show nothing (as you called out)
2. Once the turn is over, then the tool call should become Fetch Web Content, and when you expand it, you should see the contents

I'd be curious to confirm if you see point 2 as well.

That said, @DonJayamanne: is this a known behavior of our Copilot CLI integration? Since this doesn't appear to be something that the Agents app is doing differently.
