AIs are getting stuck on Thinking, Reasoning, Analyzing

Steps to Reproduce:

1. Open VS Code Insiders and start a Copilot Chat request in Agent mode.
2. Send a normal coding/task request that should use tools or reasoning.
3. Copilot repeatedly gets stuck showing “Thinking”, “Reasoning”, or “Analyzing” and does not progress to a useful response or tool action.
4. Restarting/retrying may create new sessions, but the behavior has happened repeatedly throughout the day.
