If the DLL is included in another package already in the repo, then that package can be used as a dependency for this package. Otherwise, an Issue might be opened, to request that a package with the DLL be added.

The dll is in a closed source product IDA Pro (which is paid software) this adds an MCP for it calling into it's included ida.dll; so I don't think this will ever ship publicly.

Perhaps that means this isn't a good candidate for winget?
