This PR performs a weekly permissions synchronization for 2025-09-09, updating the permissions configuration data.
- Adds two new permission sets:
MailboxConfigItem.ReadandMailboxConfigItem.ReadWrite - Updates visibility settings for existing
User-OnPremisesSyncBehavior.ReadWrite.Allpermissions - Synchronizes permission deployments with current system state
