Add loadProperties helper and tests

Introduce PropertiesUtils.loadProperties(String...) which joins the provided strings using LINE_SEPARATOR and loads them into a new Properties instance via a StringReader (executed through ThrowableAction.execute). If no arguments are passed an empty Properties is returned. Add unit test testLoadProperties to verify empty input and parsing of various property syntaxes (e.g. "a=1", "b : 2", "c 3"). Also add required imports for StringReader, separators, and utility functions.
