Update microsphere-spring-boot version and README documentation#137

Update the microsphere-spring-boot.version property in microsphere-spring-cloud-parent/pom.xml from 0.1.21 to 0.1.22 to use the newer release.
Bump the README table to reflect the latest releases: `main` updated from 0.2.18 to 0.2.19 and `1.x` updated from 0.1.18 to 0.1.19. This keeps the documented latest versions in sync with the releases.
