Overview
Updates the Translate content section in workflows/reference.mdx (and matching es / fr pages) so it matches merged target behavior: the workflow always translates into every language in docs.jsonnavigation.languages, plus any extra targets you pick on the workflow—not only languages you explicitly select on the workflow.
The docs drop the requirement to specify at least one workflow target language and remove wording about preselecting configured languages. A docs.json example (English source, French in navigation, Japanese added on the workflow) shows how French and Japanese both get updates. Disabling a language now says to remove it from docs.json and delete that locale’s files, not only clear the directory.
