Description

I added the 13th Gen Intel(R) Core(TM) i9-13900K processor with 125W. While the TDP information is not listed in the official Intel specifications, a short investigation suggests that the Processor Base Power (PBP) of 125W can be used instead.

I forked the repo to create this PR because I didn't have rights to create a new branch.

Motivation and Context

Better support this specific CPU in CodeCarbon.

How Has This Been Tested?

Looked into CPU documentations.
