This implements the
ScatteredSortedReferenceSliceand the underlyingmovablelink section that tracks 1) items and 2) backrefs, allowing for init-time fixup of static references.The backrefs are stored in a section that is "near" the items themselves, and we perform a sort of those backrefs before the first time we access them.
