This PR adds the --rerun-tasks flag to the Gradle compilation command in the CodeQL workflow to ensure tasks run even when they are considered up-to-date.

Motivation and Context
CodeQL doesn’t see tasks on already opened PRs because they are up-to-date. To use the cache while still allowing CodeQL to run, I added the
