I wonder if we should have some kind of beta period for packages graduating from 0.x to 1.0 such as @web/test-runner and @web/dev-server?

I think we have tested these packages long enough, so 1.x is well deserved and logical to me. |

I'd like to include some other changes from this PR #3069 can you wait till tomorrow at least and not merge it yet? |

I've realised this contains some packages that are not 1.x.x ready. At least these 3 are better off staying on 0.x.x (which means bumping a minor, considered breaking in 0.x.x range):
I can update changelogs in master for that to happen. And another question: in what order is this going to be released? Is our monorepo capaable of analysing which projects needs to be released first, then second and so on, so that leaf dependencies are released first? Otherwise not sure how the release will go after merging this? Might just fail on the first project that contains non-yet released major update, e.g. |

This PR was opened by the Changesets release GitHub action. When you're ready to do a release, you can merge this and the packages will be published to npm automatically. If you're not ready to do a release yet, that's fine, whenever you add more changesets to master, this PR will be updated.
