[BO] Simplify the languages configuration

There are currently some errors when we try to change the name of the first and second system language in the system.

1. The models creation is failing.
2. The information and operational scales are not properly configured.
3. The active languages are used from the modules configuration override the main application config, so have to be removed.

It is currently possible to specify in the local.php (or languages.local.php) config file of the application core (e.g. MonarcAppBO) the following configuration key to set the available languages:
