Description

MONGOSH-3405 extracted generate-tracking-plan.ts from Compass so it can be used by different products. Switch Compass to use @mongodb-js/tracking-plan.

Do we even need to make changes to docs/tracking-plan.md in this PR? Once this is merged, this tracking file will be auto updated.
