Raspbian Buster, Assembly not found for framework .NET Framework 4.7

MonoDevelop 7.8.4 (build 2)
I create a new solution and there is this problem with libraries references. And those libraries is absent in the reference editor so I can't delete and add them back. Is there any solution?
