ci: unify jazzy branch with the per-distro CI policy (#3772)

Per the unified per-distro branch CI policy, sonar/stale/tutorial_docker
/prerelease workflows only live on main; per-distro branches don't need
them.

Changes:
- delete stale.yaml, tutorial_docker.yaml, prerelease.yaml
