Broken CI (blocks merging PRs)

Issue

CIs are failing.

Impact

Existing PR workflow on this repo requires green CI, results in being unable to merge PRs that are approved by reviewers.

Although I'm not yet knowledgeable enough about how CI on this repo is architected, the path forward I think of to address this includes:

• Switch the focus to the targeted branch(es) incl. Update rolling CI job to use 24.04 #915 (jazzy for now Branch or tag for jazzy #1033 (comment))
• Prebuilt Docker images obsolete #1095
• Else

My thoughts to fix the failing CI was to have these PRs merged. By the time the 2nd PR would be merged the CI should be back green.

• fix ament_target_dependencies() deprecation #1072, which is approved by another reviewer in early 2025. There's one CI job that's failing.
• Fix; Failing CI build onrolling mosfet80/moveit2_tutorials#5 (built on the branch used in the PR above. This PR only adds 1 last bit to fix CI, which seems to be effective in fixin the CI. I can't merge as I'm not a maintainer on that repo.

But the 1st PR doesn't seem to be getting attentnion unfortunately by the reviewer of the forked repo.
So now my path forward is to open a PR to moveit2_tutorials, with exactly the same commit history as mosfet80#5, have it merged.
