VPN-7715: Update android SDK to required level

Description

Per Google, we must update to using the 36 SDK by end of August to keep shipping the app on Android.

It seems like we don't need to touch anything here:

• It builds just fine
• All build warnings seem to be ones that were there in 35 as well
• Qt 6.10 supports API 36: https://doc.qt.io/qt-6.10/android.html
• I played with the app for a bit, and couldn't find any regressions
