Add write/reads of payloads to/from GCS. Writes can be enabled on specific collections for now (or hardcoded to never write). Upon successful writes to GCS the new payload_link column should be populated and the regular payload column removed. Whereas reads from GCS should occur when encountering a bso with a payload_link
