Define GCS file format

In case we've prototyped a quick filename format for GCS files, let's ensure we've thought about a formally defined, long term format.

I was considering including a timestamp as a filename prefix for the sake of listing objects (say if we needed to scan for “orphans” for deletion). As GCS’s list operation doesn’t support any ordering/filtering, but it returns filenames in lexigraphical order (so including a timestamp could provide listing them chronologically).

However if the GCS lifecycle configuration can manage that for us, such a prefix might not be necessary.
