feat(mozcloud-publish): updated mozcloud-publish workflow to trigger on tokenserver-preview labels and consolidated checks into a job that is required by all build jobs

Description

• Supporting new tokenserver-preview label on pull requests for tokernserver preview environments.
• Consolidated duplicate workflow checks into a new check job that is required by all build jobs
• Will add a new tokenserver-preview label to this PR to test the tokenserver preview environment.
• • This will likely fail the first few attempts while I finish the chart configuration.
