Implement the QA card for the rollout summary page. This card is always visible regardless of rollout state.

• QA card is shown in all rollout states: Draft, Preview, Live, Complete.
• Fields: QA status, self-test link, sign-off.
• Card renders in both read-only and edit modes per the card system from EXP-6680.
