Description

We may opt to pause the jetstream DAG (which has been taking upwards of 4 hours) to avoid interfering with ETL reruns for past days to recover from a data incident (IIM-153).

This PR enables catchup for that DAG so that if we do pause it, then any intermediate runs will get queued once it's unpaused.

Discussed on slack, this sounds reasonable to me.

Also clarified that we don't need to pause jetstream at the moment, but this would still be useful in the future if we do need to, and the catchup behavior sounds appropriate for jetstream.
