chore(deps): bump pip 26.0.1 to 26.1 to clear CVE-2026-3219

pip 26.0.1 carries CVE-2026-3219 (pip-audit fails the dependency-audit step on PR #459 because of it). pip 26.1 is the first version with the fix.

Bumped via uv lock --upgrade-package pip; requirements.txt and requirements-dev.txt regenerated to match. No other dependencies changed.

Verified locally: uv run pip-audit reports 'No known vulnerabilities found' after the bump.
