[Feature] support bacon-ls for diagnostics

### Feature description

If bacon-ls is installed:

- disable rust-analyzer diagnostics 
- start bacon-ls

Additionally:

- Add health check for conflict with nvim-lspconfig
- Add option to disable bacon-ls
- Add config options for bacon-ls server settings
