I think this can already be achieved with existing components:

• Static tag: plain markup, no Base UI behavior needed
• Action chip/tag: Button
• Selectable filters/tags: Toggle or ToggleGroup, including multiple
• A row of removable/action tags: Toolbar plus buttons
• Multiselect input chips: already covered by Combobox.Chips, Combobox.Chip, and Combobox.ChipRemove

Basically, I need a filter component that supports multiple selections, where items can be selected and deselected independently of one another. It looks like ToggleGroup would work for this scenario (thanks for the suggestion).
