Summary

Onboards the project to the Open Source Program Office (OSPO) by adding the required governance and licensing files. Ref: W-23201029.

Adds the standard Salesforce OSS files (oss-template):

• CONTRIBUTING.md — from the OSS template, using the Salesforce Sponsored governance model, with placeholders filled in for mulesoft/mule-maven-plugin.
• CODE_OF_CONDUCT.md — Salesforce Open Source Community Code of Conduct (referenced by CONTRIBUTING.md).
• LICENSE.txt — full verbatim CPAL v1.0 text (from the SPDX license list), with Exhibit A/B completed for Salesforce, Inc. This is the file already referenced by every source-file license header.
• CODEOWNERS — adds the #ECCN:Open Source metadata header. Existing owner (@mulesoft/team-munit) and GUSINFO are unchanged.
