Add radicle-git

Radicle <https://radicle.dev> is an open source, peer-to-peer code
collaboration stack built on Git.

Repositories are addressed by hashing their initial
"Repository Identity Document".

In order to allow addressing repositories by CIDs, reserve a new code.
