Provide Windows Build Support for Server

This issue is to track adding Windows build support for the server. Two issues have been reported when attempting with WinGW:

• After downloading a new model, the model list endpoint does not include the newly downloaded model until the server is restarted. Without a restart, the list is returned without the latest model.
• Calling the transcription endpoint results in an internal server error (500).
