NPlan is an open-source editor and backend system for creating and maintaining demand-responsive transport (DRT), flexible transport services, and timetable-based route planning. It is designed primarily for small and medium-sized public transport operators and authorities.
NPlan consists of the Enki web editor (frontend) and the Uttu backend services, together forming a complete toolchain for planning, editing, and exporting transport data.

NPlan is currently used by 10–15 operators in Norway and by around 20 operators in Finland, typically managing up to 30 flexible or scheduled lines per operator.
The system supports planning and maintenance of flexible services such as demand-responsive transport, booking-based services, and smaller route networks that are not well served by large enterprise planning tools. It fills an important gap between complex enterprise planning systems and manual data preparation, making it highly relevant for National Access Points and operators aiming to publish high-quality, standard-compliant data.
NPlan is developed and maintained jointly by Entur (Norway) and Fintraffic (Finland). The project is open source, and additional organisations are welcome to participate in further development and collaboration.
