Additional context
This PR does not fix the CodeQL workflows that fail due to outdated build commands on dev. There is another issue to address this. Add to project and MCDC will not work until this PR is merged since cFE calls files on dev.

Regarding the workflow failures, I'm assuming that merging nasa/cFS#970 will fix this error:
workflows/.github/scripts/mcdc-analyze.sh: No such file or directory
The other PR is approved so I'd like to confirm that these run cleanly.

Reran MCDC after my cFS PR was merged that this PR relies on.

The other workflow failures are unrelated to this ticket and those errors are documented.
