[Bug]: Setting "to: silent" has no effect in Netdata Cloud #1114

Bug description

Following https://learn.netdata.cloud/docs/alerts-&-notifications/alert-configuration-reference#task-2-disable-unwanted-alerts, I was under the impression that setting to: silent in an alert configuration file would prevent notifications from that alert from being sent.

Therefore, I went to the alert configuration in Netdata Cloud and made that change:

However, after applying it to my node through Netdata Cloud, I still receive alert notifications for that alert:

Expected behavior

I'm looking to disable specific alerts by name for a specific node.

Steps to reproduce

I used Netdata Cloud to set to: silent on a specific alert that had previously sent an email notification, and then applied it through the Netdata Cloud user interface. After the alert fired a second time, a notification was still sent.
