This PR adds a GitHub Actions workflow to automatically synchronize the Rush version in rush.json when Dependabot updates the @microsoft/rush package in package.json.
- Detects when Dependabot bumps the Rush version in package.json
- Automatically updates rush.json to match the new version
- Regenerates lockfiles by running rush update
